I have repeatedly advised that while, under certain circumstances, military force has its utility – one thinks of situations like the holding of Captain Richard Phillips hostage last week, the stopping of a pirate “mother ship” French frigate Nivôse earlier this week, a possible strike against the leaders of pirate gangs in their strongholds – it does not constitute a solution to the underlying problem.
